I use these for sinking LEDs without a fan. I can easily put 7 3W LEDs on them at 700mA indefinitely and it is only a little warm to the touch. I use the Berquist thermal pads between the LEDs and the sink. I make sure to clean the surface and LED with something like denatured alcohol as there is sometimes some oil or grease residue.
